The only trailer wiring harness I am aware of that disables the park sensor warning message on a Ram ProMaster City is the Mopar Trailer Tow Wiring Harness. The T-One Vehicle Wiring Harness part # 118719 and the Curt T-Connector Vehicle Wiring Harness part # C56270 will not disable the park sensor warning message so if you use either of these you may get an in-dash error message while in reverse with a trailer attached. For larger vehicles (even ones with low towing capacities) the hitch manufacturers like to make 2 inch hitches for them. 2 inch hitches are generally preferred as they have higher towing capacities and quite a bit more accessories made for them. Whenever available we recommend 2 inch hitches for vehicles for those reasons.

You have the option of going with a hanging bike rack or a platform bike rack. I will give you a recommendation of each option.

Since the payload will affect the rear suspension only, I wouldn't worry about the front suspension. A front helper spring will typically be used to offset the weight from a front mounted accessory like a plow.
